3 Global Reporting Format (GRF) regulation implementation
|
This circular is aimed for pilots and air operators who have requested more information on Global Reporting Format (GRF) regulation implementation at the airports operated by Finavia. This publication highlights some key issues related to assessment and reporting of runway conditions, which are important to deeply understand when operating in winter conditions.

3.1 Operations in winter conditions
|
The primary target is to remove snow, slush and ice from the runway surface as rapidly and completely as possible and to clear the runway up to the published runway width as long as there is reported traffic and when weather and traffic conditions render this possible. The actual cleared runway width may be less than the published width.
|
3.2 Surveillance of movement areas
|
The aerodrome maintenance service monitors the condition of the manoeuvring area and the apron during its operational hours which at their shortest correspond to the operational hours of the aerodrome ATS unit.
|
3.3 Assessment of runway surface condition and assignment of runway condition code
|
Runway conditions reporting is based on EU/EASA regulations and Global Reporting Format (GRF). Runway Condition Assessment Matrix (RCAM) is used in order to assign the RWYCC and for runway surface description.
|
According to Global Reporting Format (GRF) regulation
- a Runway Condition code (RWYCC) 6 may be assigned, if 25% or less area of a runway third is wet or covered by contaminant;
- assigned RWYCC 5, 4, 3, or 2 shall not be upgraded; and
- assigned RWYCC 1 or 0 shall not be upgraded beyond RWYCC 3.

Note: Finavia may, when the primary assignment of the RWYCC in accordance with RCAM does not reflect the prevailing conditions accurately, and is supported by other observations, experience and local knowledge, downgrade or upgrade the RWYCC. In this case:
(1) The RWYCC is downgraded or upgraded following the overall assessment;
(2) Information on 'UPGRADED' or 'DOWNGRADED' RWYCC is included in SNOWTAM-message and ATIS. See following examples.

Note: Finavia may upgrade an assigned RWYCC 1 or 0 when all available means of assessing runway slipperiness, including friction measuring devices used in a comparative support upgrade of the RWYCC.

In case of uneven distribution of the contaminants, additional information, for example ICE FORMATION ON EDGES OF CLEARED AREA, is given in SNOWTAM part of the situational awareness section.
|
At the airports operated by Finavia taxiway and apron conditions are reported when conditions are assessed slippery, poor or less than poor. Under such conditions utmost caution shall be taken when manoeuvring the aircraft. Runway and apron conditions assessed as medium also may be reported.
|
SNOWTAM and ATIS messages may contain information regarding the take-off significant contaminant (TOSC) on the runway. The usage of contaminant reported as take-off significant must be carefully considered and based on the operator's own orders regarding its operational utilization.
|
When determining TOSC, the reporting system collects all contaminants reported on the runway and divides them into thin (none drag causing) and thick (drag causing) contaminants in respect to aircraft performance. The system reports TOSC as an additional information, in compliance with an interpretation of the aircraft performance requirements specified in regulation CS-25 AMC 1591.
|
Finavia has no Specially Prepared Winter Runway (SPWR) approval for any of its airports.
|
In practice snow, slush and ice are mainly removed from the surface of a runway(s) in use by ploughing and sweeping to minimise accumulation. Runway de-icers are used, when necessary.
|
GRF regulation adopted in EU region prohibits to provide measured friction values or estimated surface friction.
|
