PBN BASED OPERATING ENVIRONMENT IN FINLAND
|
|
1.1 The purpose of this publication is to provide information about Finland's PBN (Performance Based Navigation) based operating environment in accordance with ICAO's PBN concept and its operation in the event of interferences. The information has been refined due to changes in the operating environment due to the increase of GNSS interferences.

1.2 PBN based operating environment of Finland has been described in AIP section GEN 1.5, subsections 3.1 and 3.2, which is refined by this AIC.
|
1.3 European Union's Aviation Safety Agency EASA has issued instructions to stakeholders by the SIB (Safety Information Bulletin) publication (https://www.easa.europa.eu/GNSS) concerning increase of GNSS interferences.
|
2 Key documents steering the operating environment
|
2.1 Commission Implementing Regulation (EU) 2018/1048 laying down airspace usage requirements and operating procedures concerning performance-based navigation, requires the gradual transition to exclusively use the specified performance-based navigation procedures.
|
2.2 National airspace policy (Traficom), updated version 20.1.2021.
|
2.3 Finnish Transport and Communications Agency Traficom has published the updated strategy of navigation and surveillance systems in Finland for 2020-2030. In accordance with the strategy conventional navigation equipment will gradually be withdrawn as a primary navigation means by 2030.
|
2.4 Finnish Transport and Communications Agency Traficom has, as of 25 May 2023, approved the updated PBN transition plan version 2 of Finland in accordance with Implementing Regulation (EU) 2018/1048.

3 Airports in the PBN operating environment

4 Operations in the event of GNSS outage
|
4.1 Prior to March 2022, GPS interference events in aviation in Finland were rare. After that, the number of interferences has increased and regionally events may occur daily.
|

4.2 At airports, where more than one ILS approach procedure has been published for a runway, procedures have been identified according to the principles of ICAO concerning the naming of flight procedures. According to it:
|
- Primary procedure, existing for undisturbed PBN based operating environment is published as ILS Z
- Contingency procedure for interference events in PBN based operating environment is published as ILS Y
